Paying in lei: which cards avoid the markup

Romania uses the leu, so for a card denominated in euros or dollars almost every supermarket, fuel or restaurant payment is a foreign-currency transaction. That is the single biggest factor in the ranking above. Bleap and Krak add no markup of their own, so you pay the Mastercard rate and nothing else. ether.fi Cash pays the highest cashback but charges 1% on lei, which is why its lead narrows here. MetaMask loses most of its 1% to fees on Romanian spending, and Bybit does not offer its EU card to Romanian residents. ZEN.COM is the exception that sidesteps the problem: it holds a lei balance and supports local RON transfers, so lei purchases are not foreign at all, but it pays no everyday cashback.

Tax when you spend crypto in Romania

ANAF treats an individual’s gains from virtual currency as income from other sources, and defines a transfer as any sale, assignment or disposal. Paying at a till with a card that converts crypto to lei is a disposal in that sense, even though ANAF has not published a ruling on cards specifically. From January 1, 2026 the rate on such gains is 16%, up from 10% in 2025, under Law 239/2025. Small gains stay exempt: a gain under 200 lei per transaction is not taxed as long as your total gains for the year do not exceed 600 lei. On top of income tax, the 10% CASS health contribution applies once your yearly income from these sources crosses six, twelve or twenty-four minimum salaries, which with the 4,050-lei minimum salary in force from January 2026 means 24,300, 48,600 and 97,200 lei. There is no holding-period exemption. ANAF has issued no guidance on cashback paid in crypto; the cautious reading is that it is income from other sources.

Cards that borrow against your holdings instead of selling them, such as ether.fi Cash, may change when a taxable event occurs. Keep your transaction exports: the reporting rules for crypto providers under the EU’s DAC8 directive started in 2026.

Funding a card from a Romanian bank

Every card here tops up from a bank transfer. For euro top-ups Romania is a full SEPA member, so a normal SEPA transfer works from any Romanian bank. For lei, Transfond’s Plăți Instant scheme settles transfers of up to 50,000 lei in about ten seconds, around the clock, and most large banks plus Revolut participate. Identity checks are the usual EU KYC: the new CEI identity cards do not print your address, so expect a card that reads the chip or a request for proof of address.
